Complex Care Regional Convening: Health Care and Housing Access for All

The undocumented population in Chicagoland faces pervasive barriers to addressing their complex care needs. Despite the recent Medicaid expansion to include undocumented adults age 42 and older, many undocumented individuals with complex care needs are still falling through the cracks. The Medicaid program does not cover all of the services utilized by individuals with complex health and social needs, and there is a need for greater clarity, trust, and coordination amongst institutions, providers, families, and patients.
This regional convening, hosted by Rush and sponsored by CHaSCI, brought together multiple Chicago-area stakeholders to discuss policy and programmatic solutions to improve healthcare access for undocumented adults with complex care needs and their family caregivers. Our conversations explored five main topics: ensuring Medicaid expansion includes complex care needs, advocating for quality long-term care and support services, community empowerment through awareness and education, provider training and competency, and addressing homelessness and housing access.
The report below details the challenges, goals, and action items related to each of the five topics listed and summarizes overarching themes to keep in mind when devising policy and practice solutions.
